So much to unpack here. There are 100 people at the company. Do a survey on how many people support DEI initiatives and collect ideas on how they want to see show up in the workplace. If it's just 2 people, as disappointing it may be to you, let it go. If it's a majority of employees, now you have something to take to the CEO along with several ideas of what you want to do. Try to align them with the company's mission, goals, or values. If it's something you really believe in despite the lack of support from a majority of employees, look for a different company.
I’ll give you my two cents from my experience. The more inclusive you become, the more people with feel left out and you’ll end up in a weird situation as an HR. Try to balance it out, if the employee isnt making a big deal about it, its fine, you can wish them yourself.
I would let the employees that want it...push it. Have an engagement team of employees that meet maybe once a month and see what initiatives they want. I hate creating things that no one asked for so no one will participate as they had no hand in building it. Save yourself the headache.
