Kansas City is lower cost of living than average so the number isn't as bad as it looks on paper, but 14 years of experience should still have you higher than that regardless of market. Have you looked at what HR Manager or HR Business Partner or some role like that are paying in your area? At 14 years, you should probably be targeting a title bump, not just a raise. Your current title is probably putting a ceiling on your TC as much as anything else.
“Being in HR” could be a huge range. We’d need more information about your role and associated responsibilities to be able to provide an opinion.
That’s not a bad salary, per se, especially considering the cost of living in the Midwest. However, with that much experience, I would expect you to be making a bit more. I’d recommend researching the average salary for your title in Kansas City and evaluating from there.
