In my rating discussion my leader told me that ratings have been given basis G1- curve despite company getting G1+.

Is this true?

Company is okay to downgrade ratings in a good year, but will never upgrade ratings in a bad year. Everytime it is colleauges who have to lose out on ratings & increment.
