Depending on where you fit within your cohort. In theory if you've hit your numbers and have good feedback you're ok but if your hitting TAL and don't have a promotion flag or others with similar numbers and contributing more to the practice then you might find yourself at the bottom 5%-10% zone for IP
Chargeability is normally the most objective and easiest way to draw a line between those in scope and those out of scope outside of performance. Those with high chargeability but with performance issues will also be 100% in scope (typically). TAL is lower down the list - normally you rely on TAL becoming a promote or an IP before you can use it in a redundancy discussion.
As someone who experienced redundancies at a big 4 company, feedback didn't matter as it's qualitative rather than quantitative. Also subjective. They used utilization (artificially decreased internal projects even as they were 100% chargeable just like client projects) and SC clearance holders got extra points added to their score.
