What to do when HR is refusing give salary range for internal jobs ?

I was promised a promotion, then was told I wasn’t getting promoted, started applying to other places, fought for it and ended up getting promoted and a raise. I was just offered a job at another agency for $15k higher than the raise I just got. CTR, contracts and department overhaul

our marketing dept is undergoing a complete overhaul. under old leadership, a $75k 12-mo contract was signed to a marketing group that handles our SEO, blog and everything Google Ads. All things I can and am in training to do. Current CTRs on G ads seem pitiful at no more than 0.75%. My meta ads coast around 4-6%. During this overhaul, would it be wise to not renew our contract, and negotiate for me to take over these roles and leverage a raise?

I do sales for a major engineering firm. Focused on new business and exploring new markets. Last year I was in the top 50% for order intake, and first in number of projects won along with number of new customers. I think this is extraordinary given the effort it takes to win new business.
