I have always wondered this as well so I don't disclose it. I have heard of people saying that they disclosed it and couldn't get hired and that is always my fear. I do need accomodations but nothing major so I let them know after I have been hired. I would rather be safe than sorry.
Depends on the company. Some companies you may get the leg up because it won't affect the work and shows they support the disabled community. Some companies though they shouldn't may look at it as a negative and discriminate against hiring someone that has an issue.

They're not supposed to use this information to influence hiring decisions, only for EEO stuff. Right???
Many years ago I was under the impression that businesses were required to hire a certain percent of disabled employees if possible. Same with race. What is the purpose of the question about disability on unemployment applications? Same with veteran status. The questions about race, gender, and disability are invasive and should be insignificant but yet it's part of every job application so obviously it matters to the employer. What would be the purpose of asking the veteran status? There must be a good reason for employers to ask those questions.
I would always double check, but I believe you are not required to disclose any disability, so better less than more I think in those cases. It is not supposed to harm your chances, obviously that is discrimination, but hard to say and also may be hard and time consuming to prove.
