My current firm made me do a conflict check before even interviewing.
Yes it can be fairly common - I know my firm Amlaw 100 has asked for it early as a means of cross referencing experience and big picture potential conflicts but will wait until an offer is given/accepted before running the check

Yes, my current firm had me do mine before the offer (but once they knew they wanted to make me one). Other firms I had offers from wanted conflicts after offer (and sometimes acceptance).
How does this even work? I’m not planning on lateraling anytime soon, but do you have to ask your conflicts/billing team for a list of your clients/cases? Doesn’t that sort of tip off your current firm that you’re exploring exit opportunities?
