I was reached out by a Microsoft recruiter yesterday. And I told not interested in the position. Now I feel little bad may be i should have given the interview. Can I reach out to the recruiter again ?

I was just placed at a firm by a Robert Half recruiter and it went smoothly. Don't discount them without giving it a shot.

Don’t do it. Go with more experienced recruiters, they are more for people just breaking into the industry.
I used them when I was a paralegal (so I guess it’s been nearly a decade now), and my experience was great. The recruiter was professional, helpful, responsive, and got me placed into a good role with a large raise within a couple weeks. Probably depends on the specific recruiter though.
