Is it normal to have metrics be counted against you even when you are not clocked in?

I am looking to create a side huddle that could grow into a part-time gig in 5 years earning 60k where. I am not a licensed medical professional but I know the healthcare ecosystem, motives, thinking, and challenges that exist. I’m wondering how to parlay this knowledge into a side gig. I have got offer from CTS and doing pre-onboarding formalities. As part of BGV the are asking to fill HR Manager name and contact numbers. How we can fill that because my previous company is HCL where the HR people are keep changing & @they don't even respond to their employees. Also, we couldn't add their phone number as well. I found a company I was really excited about working at. I applied for the job and went through 5 rounds of interviews. At the end they said I was OVER qualified and they want me for a different position higher up in the company. I was super excited they then had me go through 5 more rounds, 3/5 people were the same. The interviews mostly went "didn't you get the job, I highly recommend you? I'll just put you down as a 10". After those were done they told me I was UNDER qualified. Can't win!

Looking for feedback, I'm updating my resume and I'm wondering at what point should I start removing past work experience. I've heard anything older than 10 years should go?

I went for 3 interviews with a company met with vp and was given package thinking I aced interview there was another candidate 😞 the other person for the job. The VP calls me to tell me I didn’t get position however he wants me to re apply in new year that something else will be open, and that he wanted to keep a copy of my resume what does this mean ? Should I apply again in new year or don’t bother ?
