Not auto-pip no. There are a variety of factors that go into it. From my experience these discussions are hard for everyone as the PIP/IP % is forced from above. So basically we all just talk in a circle about people, everyone working much harder to defend people than attack them. Then we realise that the safest thing for everyone is to just hide behind metrics so we just go with the person with lowest chargeability and no clear mitigation.
Now, in the formal redundancy processes during Covid, TAL was a factor if you were above 4 years IIRC but chargeability and previous talent outcome were weighted more heavily so even then I genuinely doubt anyone got exited primarily because of TAL.
You need to remember how incredibly hard it is to exit people in the UK.

OP - Accenture fundamentally is a laggard in promotion and ALWAYS has been. You'll find most other consulting firms are the same. You must be demonstrating the next level for 6 to 12 months before you get given the designation and pay bump. The standard for the next level increases year on year because of the hunger games style promotions we run. That is the deal.
In the "in between" period you'll hopefully get higher bonus percentages to cover the shortfall in base pay. No one is actively deferred from promo to "save costs" as black and white as you put it. HR give a number of slots based on affordability, up front.
TAL has been used to put people in PIP more directly this round. The 10% guidance has been very strict and usually if the person doesn't land a P1 by the next round they might be exited
I didnt hear it for L9s ever. I saw it happening for L11s last year at 2 year TAL though
