Without knowing the details of what you need , but our experience doing 100s of such projects....I would suggest not building custom as you will amass technical debt like nobody's business. I suggest looking at contentful. You could use something like Adobe or dotcms but it will be so expensive and complicated and hard to find affordable skills or the technology is somewhat dated.
My company uses contentful. It has limitations, but has been good enough to get us started and moving for 3 years.
Social media or organic website?
So my understanding of Linkgraph is as an SEO platform/service. Best direct competitor I know of off hand is SpyFu. If you’re looking for something more optimized for publishing with an SEO function, check out Blogely.

I know individual contractors who can build/maintain a CMS for you, custom work.
Any specific software/tech stack or requirements? Do you want something to host on your own (on-site or cloud), or a third party system?

No, I haven’t. I will look into those. I’ve only looked into Linkgraph.
I’ve used hubspot for this with fairly good success. It also tracks where site clicks come from and the sales funnel.
I'm biased since I work there, but Contentstack has really robust workflows and can definitely be configured to monitor progress of completion if the content is being created in the CMS directly. That said, it is a highly technologically flexible product, so it will require quite some technical configuration to get it to work how you want, either from your in-house people or from a dev agency partner. I don't know of a CMS that does that out of the box, but I'm sure they exist!
