If you do not reward top performers then they leave. The low performers should be squeezed until they leave on their own and others are given the opportunity to step up.
Sounds like a logical performance model in ANY business. Why would you expect a significant raise for just meeting expectations?
You wouldn’t unless those expectations changed or were unrealistic to begin with 🤔
