I don’t think lower back exposed would be appropriate in a professional setting. Should be okay if covered by a blazer, cardigan, etc.

I think it depends on the practice group. I work with big tech clients who are on the casual side, and wore a dress that had triangular cutouts on the sides. Don’t think anyone cared 🤷♀️
