Would like to suggest riding the bike often first before jumping into buying all those things. Also, getting to know your LBS (local bike shop) can really help as a starter. Start with simple thing but essential like helmet and water bottle than you can add up as you put more hours on the bike. Spare tube, good but would need the tools to go along with it but your LBS can help you with this. Short/Jersey can cause you hundreds but if you are not going to bike 10+ miles, just begin with comfortable clothing and a biker short with padding ($20-$40). Bike computer is useful if you link it with a power meter but your phone with a strong holder such as Quad lock or SP Connect would be sufficient as a beginner. As you ride often and further and track your training, yes a bike computer will come in handy. And don’t buy cleats and shoes until you are dedicated to ride long and frequently and to the next level. And yes, they do need practice. Also, start to practice riding on the streets. It is a different feel than riding in enclosed areas such parks. Note that once you are on the street, treat yourself as a vehicle and always be careful.

Frame pump and front/rear lights for sure. If you’re planning on riding somewhat seriously a cycling computer (Garmin, Wahoo, or Hammerhead are good options) is a useful tool since you can load a GPS route into it.
Would also recommend looking into joining a cycling club, such as NYCC. They organize regular group rides with curated routes at a variety of different skill sets and speeds.
I’m an NYCC member and they have tons of rides every week. Go to their site and join for like $30 for a year and you can sign up for any ride.
Defs get a bike computer. Garmin is always doing Prime Day deals, but Wahoo and Hammerhead are good too.
If you plan on riding through fall and colder weather, get arm and leg warmers and get a base layer top. Also, gloves. Probs a vest too.
Riding in the winter is perfectly fine. I ride down to 25 degrees.
