When admin, staff, and teachers do not work as a team. I believe this is a top-down issue.
1. Bureaucratic transparency without blowing sunshine or being secretive (this is why we are doing XYZ), and 2. backing teachers 100%. Admin need to be the first line of defense for everything...if a teacher has done something egregious enough that it's legal, that's when admin back down. Until then, they are in teachers' corners 100%. :)
(That said, admin should be crystal clear on things like when to give referrals so teachers aren't clogging admin time with "he forgot a pencil" referrals and the like. Some of this stuff goes both ways.)

Teachers. The overly negative ones, the gossip every other second ones, and the ones that clearly hate their jobs.
Must be unique to your school because teachers are the worst gossips at every school I’ve taught at. Even in front of students.
Teachers really can - if they are hyperfocused on the wrong things, complaining incessantly, or struggling with the job themselves. Teachers need a lot more support to create positive school environments for our students!
When teachers are unhappy and overworked, it rubs off on the students. A school with low morale is likely to be a negative environment.
