Has anyone who's worked in HR, Finance, or another role with visibility to compensation information been able to use that as leverage for salary negotiations?

To put it bluntly, I know certain people with less experience and a lower performance rating are getting paid more than me due to my role working with payroll data. I suspect this was due to the fact that I did not counter offer when I accepted this role, which was a few months ago, and now I regret it.

I am on OPT and looking for H1B sponsorship this year, recruiter said they will do it but I am wondering if I join after 2 weeks will they be able to do it as there won’t be much time left. My current company will file H1 for me. I got an offer for a consultant role at D with 25$k extra than my current salary and 10$k sign in bonus but I am currently working as a Sr Con. Role 2.
