I’ve noticed a lot of “up to X amount of money”. Definitely worth asking where the extra dollar went.
Wow that's a bait and switch. Have you accepted yet? You should definitely negotiate if not.

Did you sign an offer letter that stated it would be $19 per hour? If you did my recommendation to any new hire is always read the entire offer letter first if everything is good for you and you feel comfortable signing then you sign either remotely or in front of HR but always always take a picture of the offer letter. I have seen it where companies will Discuss an hourly rate or salary rate with a certain schedule and if you don’t have the proof of an offer letter, then you don’t have much to stand on because they could have changed it after you signed it.

That’s annoying! Pay changes can happen, but it shouldn’t be a surprise. It’s worth asking for a bit of clarity.
