Are they trying to lose elections?
They probably think this is smart politics. If democrats complain about this they’ll try and spin it as that democrats only care about the “elite” with pre-check/GE

Clearly it’s nonsense because you can clear more people per hour with precheck so the effect will be to make it more expensive to operate an airport’s security system. However, I don’t think the program is “self-funded”. We only pay for the incremental cost of the background check type activities, not the operation of the security system at the airport.
So partially agree but partially do not.
TSA is funded through a combination of appropriations and passenger fees ($5.60 per ticket)
By paying for and opting into Pre Check, those enrolled reduce the price per screening because of the faster screening.
So, is it fully self-funded, no. But it's certainly a double net positive to TSAs budget:
1. Enrollment fees
2. Decreased price per screening
