We have and like the britax poplar. It has a slot to hold the straps when not in use so they don’t get twisted/under the child but I think it’s par for the course that putting small kids in rear facing car seats is going to be a bit of a PIA.
Also vote for the britax poplar.
Evenflo revolve! High rear facing and they have a flame retardant free version - some versions aren’t so you’ll want to double check.
My kids straps have gotten twisted so I don’t want to say they never do… but it’s pretty rare and when it has happened, I was able to undo it in a second or so making it pretty negligible.
Nuna and Clek both meet the criteria aside from the straps. I know many people don't like the no rethread harness on the Clek but I feel like the frequency of which the height of the straps needs to be adjusted is so low that I've never found it to be a hassle.
The Rava definitely twists more than any seat I’ve had. Is your first forward facing or still rear facing?

Curious because my kids are out of car seats… why do you want one that is flame retardant free?
Flame retardants are known to be hormone disruptors and have a fair amount of toxins.
