Never heard of getting a raise will impact H1B or GC application. Companies only get dinged if they pay you below “market rate” (to prevent hiring foreign cheap labor). You might raise a red flag if you get a 1000% raise but I seriously doubt you are getting it. I got promoted and had a pay raise while my GC was in process.
Your salary and role are listed on the application. They will most likely need to change with an amendment that if the give you a raise. Companies expect some gratitude in the form of commitment to the company, so it’s in there best interest to include repayment of legal fees. They’re investing in you and expecting an ROI.

Same with me i got promoted and got two raises so far in a 2yrs time span. But the lawyers keep asking for my latest paystub, meaning that they prob do the ammendment someone mentioned here. And yes, if I leave the company I own them some money

Yes a salary increase can impact the PERM process. Depending on the amount of the increase, it could impact your PERM process. I didn’t understand your last comment about, if you leave you have to pay the company back. Pay back what?
BCG1, it's completely legal. It's only illegal to ask an employee to be reimbursed for an H1B. PERM fees can be $10-$20k and a company doesn't have to sponsor your GC. And the employer may leave the company 6 months nths after the last part of the petition is filed, so companies are trying to protect themselves.
What stage of PERM are you?
I have never seen a salary increase being declined solely based on GC sponsorship. Cause if you're good at what you do you can always find a job with a sign-on bonus to cover your payback.
Also, managers like to villanize HR, but we're merely mediators between executives and managers. Your manager just can't make a good case to justify the increase.
What was your last year's performance ranking? Why do you think you're sub-market range?

Can you DM me what’s your role, industry, geography, and how big is the company (# of employees and revenue ballpark)? I’ll look up into salary survey database and provide you with benchmarking.
Did you sign any document stating that? When I had mine done, I did not sign any document stating I have to payback lawyer fees. When I got financial assistance (company tuition reimbursement), I had to sign a 2 year agreement. Anyway, saying increase in salary will affect your perm residency application is bullshit. What’s illegal is paying you less than what’s in your application. There’s nothing illegal about paying you more than what’s in your application. Government only cares about company using cheap foreign labor. If you already passed your labor certification, everything else after that is background checks.
