Finding a connection of a connection on LinkedIn that you can connect with and then start a conversation with is the only way I have found. But some people are not on LinkedIn very much so you need to expect crickets from most attempts.
Otherwise, just keep applying to jobs online, or if there is a great role you find with a local company, you can try to drop by in person to hand off your resume. (if they have a receptionist at all at their front door.)
24 applications in 6 months is basically zero if you're serious about getting a new job. Beyond that, it's an employers market to a certain degree, though Mech Eng is better than a lot. Still, there's a lot of ghost jobs that don't actually exist so at 24 applications I wouldn't take it personally. I've submitted that many this year, being very selective with who apply to because most can't beat my current salary and haven't heard back on many. There's been a couple call backs but it's usually apparent that they're looking for something else or misrepresented their salary or something else so I've had to turn down 5 so far.
I apply to around 24 jobs each week and I'm currently employed but looking for a better fit. I would recommend applying to more jobs as others have noted since there is a lot of competition and also a lot of fake postings (ghost jobs) or postings for jobs where the hiree has already been selected.
