Honestly, I think YouTube is great at diving into the specs of tech. You only need to understand what a tech person does, the requirements of their job, including languages they need to know and certificates if anything. It would also help to understand how THEY network.
Really depend on what area of tech.

Angel list is pretty good, yes there are girhubs there but honestly LinkedIn is your best bet. And start posting more on LinkedIn in to get their attention so they'll follow you
Social Talent has some good training and tools for tech recruiting. I'd recommend it for tactical training. LI Learning also has some good videos, more strategy and less tactical.
Have not tried but have seen people recommend wizard sourcer's blog.
I second that suggestion for YouTube, but also some really great books suggestions I have and enjoy are:

Full Stack Recruiter
How to Speak Tech: The Non-Techie’s Guide to Key Technology Concepts
The last one I enjoy because it's from the perspective of a start up company and who is doing what, but broadly understandable for anyone not just recruiters. It's a book just meant to shed light on tech roles within SaaS companies.
Really depends on what kind of tech, and how deep you want to go.

I've taken some coding programs that were entry level. It's helped me understand quite a bit
So this might be quite in depth but I’ve taken the Harvard edX Computer Science course and it’s been a MASSIVE help. I highly recommend it to any tech recruiter. Otherwise, I used to attend any meet-up/conference that our tech team was speaking at and listening to all their presentations has helped a lot!
