Start papering them out of the firm. We don't have time for this and there are people out there looking for jobs with skills.
Stop moving your projects to those offenders, when you are asked why you won’t delegate those projects to that person, tell the truth, say you can’t trust them to get the job done.
Just add a reminder on your calendar to ping them, there you have a record that you followed up, use it in your review/discussion.
Or setup a weekly call to go over action items, no task gets removed untill fully signed off by PIC.
Sounds like a leadership issue.

I’m going to try and pretend they don’t have decades of experience. This feels ridiculous to even say, but set up a plan and the consequences when things aren’t done. Document always and hopefully they will get it together, just have the things in place if they don’t.
