Head is more senior. Think of the following two titles for example; “sales lead” vs. “head of sales”.
In my own opinion, a Lead is a trainer and an administrator who is responsible for mentoring a workforce, a leader. While a head for me is more synonymous to a manager.
I would say the Head. Think about "Regional Head", he/she is the appointed head or manager of the entire region.
To me, Head is the one order and the Lead is the doer 🤣
Leads are considered to be mid-level employees leading a certain team. Heads are considered to be a managerial position leading or heading a certain department. Making heads technically higher than the lead position.
The head is like the one who oversees the process and transaction. His/her approval might be needed. While a lead is someone who leads the workforce. He/she is more engaged than the head.
The Lead is in charge of mentoring the employees and achieving the goals set by the management. They're involved in more hands-on work. The Heads are the overseers of all processes including the Leads.
