Usually, it’s because they’re stretched way too thin on way too many projects.
It sucks and I know it makes life worse for designers, juniors, and others. It sucks for them, too. Most ADs do not do it by choice.
Basically, it’s a symptom of the disease and not the disease itself. I hope you get your 3-day weekend, OP.
Indeed. Too many projects or too many “little” “emergency” requests throughout our day that keeps us from doing our main tasks until later. That and being in too many meetings or our CDs are in too many meetings so they can’t review our work until later. It sucks and I always feel super shitty when someone is stuck waiting for me.
No art director I’ve ever worked with wants to leave things to the 11th hour. There’s feedback coming in all the time that often dictates dramatic visual changes or updates. If an AD spends 2 hours comping something that the ACD and CD approve, only one word from the ECD could send it back to the drawing board. Which could be another 2 hours of comping and then it needs to go back up and down the chain again.
Some have bad time management, but most are just victims to other process issues.
99% of the people you work with want to work hard and go home. I’d figure out how to help them get things done sooner. Because I’m sure it’s not his/her fault.

I notice your title is senior designer, I am curious, do you report to art directors? Why do you need to wait until after they look at your stuff before you leave?
