You can always ask. Some employers will place people in a higher accrual tier during negotiations. Just be ready to accept an unfavorable response.
I would be so skeptical of someone negotiating sick days unless they had some kind of illness. Seems like you would fake sickness. If I was the hiring person, the question I would ask is why didn’t you argue for more PTO.

It’s totally normal to negotiate, but I'd just negotiate PTO (not sick time), otherwise you might make them think that you intend on being sick a lot idk. Overall, just be respectful and explain why you think your background and expertise should warrant a little more time off.
Rarely - it's a company policy, not usually subject to individual negotiation.
Better to ask for more PTO, and just use it as you need it.
