I haven't had anyone ask for references before an actual interview. That seems really odd to me. I would probably see that as a red flag and also kind of sketchy.

I agree with this. It's not normal
There is no reason to contact a reference prior to interviewing. That's late stage interview stuff. That hiring manager must think a whooooole lot of themself to believe their time is only worth spending on candidates who are willing to jump through hoops for them.

I would treat that as a red flag. Asking for references before even speaking to me feels off. I would push back and say I am happy to share them later in the process.
