After 4 rounds of interviews, what does it mean when a Deloitte recruiter says “The team is recommending you for a role in our X business but nothing is final until the 13th of the month”. Do you have the job but they need an executive “sign off” or are they deciding between multiple candidates? Need to put my mind at ease and understand the process

I am relocating to Charlotte NC November 30th and on the career hunt . I have experience in HR, hospitality, social work, customer service, and education. I’ll graduate with my Master of Social Work in May 2023. I’ve been applying to a few things but no luck. I’m open to trying new career fields and to hybrid, on-site , or remote work. How do referrals work?
If I get a referral from someone and I apply, then can I still reach out to a recruiter on LinkedIn expressing interest in the role? And do I let them know that I already applied? I’m sure they get tons of messages so I want to write something that won’t be overlooked. Any advice is appreciated:)

My company contracts a web developer, we have a set amount of hours for the quarter and pay over if more work is needed.
He never gets anything done. Doesn’t answer emails half the time. The one thing he’s done was take out a blurb that threatened our eligibility for patent renewal.
We have another company taking over in January, but I still have some pretty important dev needs until then and I can’t get him to do a thing. I truly try to give him all he needs.
