If you feel like you have a good relationship with this person, take the time to give this person the feedback. Don’t go into it frustrated at all! Frame it as “You are so great at X, but I think you can be more effective in (x environment) by being more concise.” Then give an example of how they handled a situation and provide direction or you own example of how it could have been handled better.
Of course, I don’t know the full context of your situation so take that with a grain of salt… sometimes long winded people are nervous, or see certain scenarios/environments as opportunities to brainstorm or think out loud, when maybe they’re not good for that.
Just do NOT say “be more concise” and walk away. That is not helpful and will likely leave the person frustrated.
If you don’t feel like you’re the right person to deliver this feedback, go to their immediate project lead and ask them to deliver the coaching/feedback.

I have a similar situation... and, unfortunately, no advice
How does it impact you? If the answer is “it doesn’t” then this isn’t something you need to get involved in.
Ask them to explain in more detail.
