Yep. Been in a specialist role for 3 years and with the company for nearly 6 and unless I want to manage people, there's no chance of a title change. My direct manager isn't even considered a manager but a "senior specialist".
The situation you describe is not unheard of, but I'm not sure how common it is. It's good to be given a lot to do when you're starting out. Presumably that experience will be quite valuable going forward. Yet if you're not being paid adequately, or the title hasn't budged, that's something to bring up with management. Sometimes the work will just keep coming and if you don't raise the issue people will just assume you're content with things as they are.
Have you brought this up with your supervisor or during reviews? My experience has been that if you don’t actively self-advocate, you won’t receive.

Yes, I brought it up at my one year eval, then again two months later and still silence.
