Agree! This is my strategy too
I don’t have an offer unless it’s physically in front of me. I have had bad experiences with verbal offers, so for that reason, I don’t negotiate until then.
Get the offer in writing, say you'd like to look it over in detail and ask if you can get back to them in a day. Then share your interest and appreciation in the offer and ask what kind of flexibility they have in the salary. Likely they'll say, what are you looking for. Then share that that since this position has x level of responsibility, and wages are tied to responsibility, based on your research you'd like "y". In your figure assume they will meet you somewhere between the salary x and y. So if you want 10 grand more, you might want to start at 20K ask if you think that's fair, then they'll come back and give you 10.

as others suggested, beet isn’t really binding per say. You need it in writing. Also depends on how reputable the company is. Luckily mine was super reputable and I had to ask twice if I can get something in an email just to make sure (I’m still working there now, this was a few years back).
