Call your supervisors supervisor. Document everything. You might have to make a hard decision and quit. I’d document my concerns, how long it’s been going on, how many times I alerted my boss or direct supervisor, and the excuse I received. Email to your supervisor and cc to that persons boss. Someone in that company has to care about staff safety, find that person and alert them. This is a safety issue and a huge liability to the company.
