Not at all. If you see a job you're interested in, you apply for it. Even if the odds are stacked against you (they might be), it's worth the 10-15 minutes it takes to do. I've had good luck with referrals, but I've also gotten jobs just by cold applying. Don't talk yourself out of doing it.
In a market as bad as this one, you need to try everything. Use your network first, when you run out, try to get referrals from people on Linkedin. If that doesn't work, cold apply, and always be applying to job listings as they come up.

I’d say always apply although personally have only had luck when I find someone there to advocate, whether it’s someone I know directly or a loose connection. That’s just been my experience

Networking has always helped me. I joined different marketing organizations and served on committees. By seeing me work, I’ve been approached for positions, or I’ve been asked to recommend someone. It’s not an instant fix. It’s a long game approach that helps.

Following up on my response. I agree with VP 1. I am not saying network and nothing else. When you have someone who has gotten to know you and work with you on these committees, you gain an advocate who can possibly help from the inside. That’s gave me an advantage more than once. It’s not an immediate solution, but one that is helpful in the long run.
