Yes very typical.
Yes, it is common. But it must be in writing. They normally have you sign something before they pay for your schooling. I would check that document as it is the controlling agreement.
I got my MS partially paid for in that way. That company structured it where they would absolve 25% of the cost every 6 months until it was fully paid off after 2 years of post-MS employment. Also, there is often a clause that the payment is absolved if you are let go by the company (not if you quit), so they can't fire you and then claw their money back.
It’s been common for employers to put the caveat that if you leave before a certain timeframe, you’re responsible for paying things back (such as monies offered for relocation.)

Yes and no. Its common to see it in a contract. In reality its not always worth the time and effort to try to collect it back.
