Congrats on the incoming offer! This is exciting. Very likely No shot on an L4 offer. Hiring committee decides on the final leveling decision. Unfortunately, interview feedback (whether you’re an A+++ or not) has zero influence on the compensation teams final package.
You’re correct to think about advocating for equity. Often equity is the lever you’ll be able to negotiate with more success compared to base salary. Vase salary ranges tend to be more rigid.
My recommendation - target something on the competitive (but not maximum) base salary range. Reason being, base salary is likely going to climb every year. Keeping some threshold on base salary with your initial offer will only protect base salary trajectory over time. Remember you’ll have an annual bonus too.
Also - taking a smaller base enables your recruiter to advocate for more equity. The comp team cares about your total comp number. They care less (within reason) about how you get there.
Sign On - Don’t get greedy here. Getting greedy on sign on bonus will disproportionately impact your total compensation number. For example, if you want a 5-20K sign on bonus then that may be acceptable. But if you request 20-30K+ then the compensation team is going to pull that money out of your equity grant at a higher multiple to accommodate it. Message me with questions.

It's never against rules to negotiate...the question is, are you afraid to negotiate? Do you have a negotiation plan?
They won’t give you the L4 role because you’ve been assessed towards L3. Eventually, if they consider you for an L4 role, they’ll schedule an additional interview but you won’t get L4 by negotiating
