Had my recent review and need some perspective.

Earlier, I was told I was aligned for a 5 rating and promotion. Final outcome was a 4 with ~11% hike. The reason shared was rating distribution adjustments, and that I’m already near the top of my grade band, which may limit future hikes without promotion.

How common is this? And how would you handle such a situation?
