Need few valuable suggestions on below situation.
One guy A joined as a fresher in Wipro for 3.5LPA(been 3 months around, no project allocated yet),
And then an offer was in pipeline with Y and finally received an offer with 5LPA and the role is related to cyber security.
Note: pf account is already created by wipro and Y is a good mnc though Any suggestions on how to handle this situation?

No, it's usually just to casually check and recalibrate what they can offer and maybe discuss with whoever needs to approve. Without that anyone can arbitrarily say anything.
It's not used anywhere by them, except the hiring hr and project (and their superior etc max)
There is no established process to find out the companies you did not join and only took offer.
In BGV they send mail to your HR to find out if you were a part of that company, and also check if it's actually a valid company, no discrepancies in PF, exit history is clean, no hidden work experience that you aren't showing etc...
Don't worry even if you have offer from a 100 companies, offer is offer, it has no legal binding, you can choose to decline the offer or accept. But employment is an agreement, that's protected by statute.
