All I know is the recruiters at Citi love to ghost. I found out by reaching out to a hiring manager that they wanted to move forward with me. 😐 This is after I sent one of those “Thank you for not choosing me” emails.
They do take a very long time to move between rounds.
If anything, touch base with the interviewing HR / manger.

Hi OP, did you get the job in the end.. I am stuck in business review as well and no news after 2 weeks.
When I got hired at City years ago I applied in late October early November had interviews in January but no start date or decision until the end of March. I'm looking at going back and it's been a couple of months already and my application is still under review. I know my old manager did reach out to the hiring manager to put in a good word so I'm not sure what's going on
Every job I have ever applied to within my company has taken months for the process to be complete. My most recent was a interview that started in August. I went through three interviews and then was ghosted by the hiring manager and HR. I am still sitting in business review and have been yet to be told anything.
