Papyrus
Looks like a King Tut grass (or a prince tut—which is a smaller variety of the tut grass).
I have mine planted in a container with organic potting soil. It serves as my thriller with a variety of other annuals to give it a pop of color. Tuts like to have moist soil when initially planted but once they reach maturity, they can be ok dry for a while. I know you can plant this in a bed of water but I don’t do that. I always get my tut grasses from proven winners
