That last sentence makes no sense. Whoever told you that is just spewing BS. An aggressive person doesn't wait until they're called upon. Who told you this, a manager or a peer? Ideally you'd get a manager on your side and then they'd start including you.
Try having more one-on-one conversations with team members, to start inserting yourself. If you're feeling bold and it wouldn't make you look bad, join in the meetings they're having and say it's because you want to ensure you're understanding everything. Stay quiet for a bit and then once they're comfortable, start speaking up. Don't be aggressive, be logical and confident.
