Turned down an offer with a startup because the work responsibilities seemed to be beyond my reach with the amount of exp I have. Unexpectedly, the hiring manager is asking for time and expressing that salary and remit can be negotiated... Does this happen often when candidates reject offers? I did not frame my declination as negotiatiable, so didn't expect this response.

I'm in a group where I get great reviews each year and earn praise from clients, but partners don't invest much in me or let me work on the "good" deals (I always get the scraps). I'm also the only black attorney in my group, which may or may not be relevant. I doubt I have a chance of making equity partner, though I also don't want to. Been with company for 2.5 years in a SFA role, and they just let me hire an associate financial analyst reporting into me. My manager never mentioned anything in regards to a promotion, but when I asked, I was told that there will be an evaluation period before any promotion is given. Has anyone else had this before, where you are managing someone but they don’t give you a promotion? Sounds bizarre to me that they allow me to hire someone but then are hesitant to promote.
