look on finn, linkedin and jobnorge.
Include norwegian in the languages (i think your work needs you to know local language, right? )
Try SAP certification may be?
look into bigger companies, they are usually more permissive and accepting towards internationals.
If you have less than 2 years of experience, you can target gradaute programs which often open after summers. Almost all big companies (equinor, DNV, DNB etc etc) have graduate programs which are more permissive towards lack of experience.
Experience outside norway is usually not considered unfortunately. Degree and expereince from norway and norwegian langauge are valued. If possible for you, try to get a masters here (will increase your cahnce of job).
Try internships may be.
Its just about entry, once you get your first job it will be easier to switch to a better one later :)
And yes... its a looooooooooong and very tiring struggle.
