Hi first Capgemini has delayed my offer letter for 15days now even when I call they are saying they have budget constraints and to join lower number than discussed intially will they process now if I accept that lower package number and release the offer letter ?

Whenever I am trying to apply for job from TCS i begin portal it gives an error like
'You cannot Apply against other jobs as you are a Placement Agency Referred candidate '

how can I fix this?
