Most companies are doing this now as employees are going job shopping with 10-12 offers in hand in the 60days notice period.
Try to convey them that you will be committed to your offer and don't want to waste your notice period without an official document from them.
A better approach is to look for a new job and keep it as a back up and put down your resignation. If your offer with @IQVIA comes through then pick the one which suits you or negotiate with one or the other for a better pay.
That might backfire on you sometimes. So, I suggest get a backup offer and put down your resignation.
Don't trust anyone, whithout offer letter don't put paper. Convey them
Actually, i have conveyed them as i have put papers, but actually i haven't put yet. They are telling they will issue offer letter before 1 mnth of joining.

They are telling they will provide offer letter on feb 4th, considering my joining date on 7th march, as i told them i will be buying the notice period. As the told they will only send offer letter before a mnth of joining.

Not yet, i told i'm serving notice period, that i have put down papers on jan 21st, they want me to join with in one mnth, but for me in Cts its 2 months np, they told they will send offer letter before 1 mnth of joining as i told i can join on 7th or march, as my current manager told he will give buyout option as my last working day would be 21st march according to them, but i told all this story just to get the offer letter so that i can put papers in cts, but now they are delaying the offer letter, i'm unsure wt to do now.

My point is before i put papers here, i need to get confirmation from them, that they will definitely provide offer letter, bcoz with out that i can't put papers and risk my job. They told we will definitely provide offer letter, as you have cleared 3 rounds, but still unable to believe them on this.
If you are selected you should receive a compensation breakup that should be considered as a confirmation of selection. They generally release offer letter late some cases nea joining only. If you are not feeling confident that you can clear any interviews in next 1-2 months and feeling anxious then don't put papers.
Give interviews for other opportunities and once you get a confirmed offer letter then put paper.
But my suggestion will be you are definitely going to receive an offer letter. Please do communicate clearly about the joining date. And you will get other offers too and probably you won't consider IQVIA offer then.
Yeah, HR confirmed through call that i have cleared the interview and salary discussion yet to be happened, i have asked for Letter of Intent(LOI) atleast, if she sends that i can put papers now.
