Got an offer today in strategy for manager - band level 7. What does the band level 7 mean and where does it stand in hierarchy?

Joining date for EY India needs to be changed. On Notice now but Present organization is not accepting 60 days and need to serve 90 days. Contacted EY India HR via mail but no response yet. Can anyone tell me the process to get the revised offer letter with new joining dates.

I directly said to client that I can't since I have my family here.
When I inform this to my manager he is saying how come u say like this to client.according to kpmg policy u need to travel to anywhere to work.
This is not good right. What should be my reply to the client in such a case and how to handle manager on this?
