Build rapport by asking them to walk you through what they were thinking. Don't suggest anything. Work with them to map it out so that they can see where the issue are, know that they feel like this is a project where they are leading it, you can work with them to start improving things
That’s the trick: many orgs think they want/need change (probably do) but are reluctant to execute. It’s like going to a therapist/nutritionist/trainer and then failing to follow through with prescribed improvements.
Best to go slow, build trust, and steer the power brokers to the appropriate solutions.
