1. You actually talk to people in person (at work or events) and use Li as a tool to maintain the connection.
2. For information seeking, send a request with a short note in the invitation explaining why you're messaging them and introducing yourself briefly. Thank them in advance for their time. Engage and build the relationship from then on if appropriate.
3. If you post content ( genuinely good content and not spam), then connect to engage with readers and followers.
4. If the above points are not applicable, don't spam people.

Connect with people who do things you are interested in or who's content you enjoy.
Make meaningful comments on posts and be cool to people.
