How many days can an HR take (on average) to share the LOI (Letter of Intent), once you're told about your selection?

The OL (Offer Letter) can take 4-5 days, but what about the LOI?

I cleared all the technical rounds in Infosys in july and salary discussion happened in August and September end i received a regret mail from Infosys. How much is the cool off period in Infosys ? My cool off period will be applicable from the day i attended first round or the date in which i received the regret mail And i would like to apply for a job in Edgeverve. Will the infosys cool off Period be applicable for Edgeverve also? Or i can apply for Edgeverve opening now itself?
