You can ask and around 10-20% over is acceptable. If they won’t agree to salary increase (which will affect their pay bands), maybe it can be paid as a starting bonus.
My first IHC role listed 140 as top range. I got 175, I had 1.5 YOE. Second listed like 180-190, I got 205. Current one listed like 220-240, I got 275. It really just depends on how badly they want you

$140 is way too low unless you are in a very low cost area. If there is no urgency, keep looking. I left a few months into my second year for a total compensation closer to $200. That was a few years back and that was still low. If you take it, be ready to move again within 1-2y.

But you’re a junior on an IHC role, $140k isn’t terribly unreasonable
