How often does HR Recruiting reject applicants on the same day as the date applied for overqualified candidates and what would be some example reasoning? Genuinely curious.

I am looking for Scrum Master opportunity and have been selected in Deloitte and EY

However , they are now asking me for immediate joining which is not possible(as per HR) as i am serving notice period of which less then 45days are left.
I have made this clear on day 1 to the recruiters
One more thing, they are not offering any decent package
Eg- Deloitte is offering 15LPA for a 7.5yrs exp Scrum Master

It would be great if anyone can pour down his/her thoughts and help me
